Erwin was a man damn near broken by the time they had to choose between him and Armin. Crushed by the weight of the lives lost on his orders over the years, it was evident when he had to have Levi order him during that last battle. Even if he had been given the Colossal, he very well might have broken by this time in the end.Rewatching AoT to the point of picking Armin or Erwin. Looking back its one of those cases that nobody would have expected Eren to do what he has done so far in S4. Plus Armin's decision making up to that point was super essential. So I can't blame them for Levi picking up Armin.
Levi and Erwin felt like the only 2 that Eren genuinely respected (tho Levi was more out of fear). Granted maybe Erwin wouldn't have made a difference here. He seemed like someone that would try to understand Eren since again Eren only respected Armin as a friend despite his accomplishments up to the end of S3.
