Unfortunately most cities cannot sustain arcades. When I look at the current pro players, many of them go to the East Coast (NYC) or the West Coast (California) because that is where the greatest concentration of pro players are (better training partners, more rivals) and the last remnant of arcades still exist. Many people stream from their bedrooms but the streams from arcades are the best. Plus many of the South Korean and Japanese pro players still have an arcade scene in the cities. So they level up from home and still do the old-fashioned man-to-man leveling up that can only be done in person. And many of those South Korean and Japanese pros are the best players in their respected games. Go figure.
