Nas does. Simple and plain. Taking "what if's" out of the question. Nas made it mainstream to use the term the way it's used today. We don't know what would have happened slang wise if he never put it in Ether.

That's not what I was getting at. There's people in the thread saying Nas coined the term. That's not true, at least not entirely true. Yes, technically he took what was a proper noun and turned into a common one which is now commonly used to refer to over zealous fans.
