We're talking about the general perception of the two, as portrayed in the media and how they behaved in public.
Why did he leave the shooters? I don't have an answer, but my guess is he knew that the shyt went far deeper than some crews beefin'. He lost his life because someone considered him a threat.

If you were presenting me with an argument I would instantly lose all confidence in your standards for what you "know" . . maybe he felt more hurt by a friend's betrayal and that was something he wanted to deal with first. Maybe he didn't see a benefit to making the street issues public, rather sensationalize the beef between people who were actually relevant on a national stage. This is most evident by the fact that he left the real issue off 'All Eyez on Me' which is considered a "Celebration of life" while fully-addressing the issue on the more serious themed Makaveli album - maybe he didn't know the name of the shooter but he knew where the shots came from. Maybe he was too far away from NY and busy working full-time in the studio and on film sets? He had better things to go . . you know, it's never good to assume but when speculating it's always best to assume the most obvious answer is the correct one

I mean . . those men were only sent to rob him (as "discipline"), he almost got killed that day because . . he didn't freeze up like most would in a similar situation, he resisted and the first thing he went for was his gun (like he did less than a year prior when he drew down on two people in Atlanta harassing a black motorist) . . maybe it's likely in a similar situation you would of frozen up. Maybe the residents of California collectively felt in similar situations Dr. Dre wouldn't of pulled over his car to object to two armed off-duty cops harassing somebody. Maybe they feel if Dre had entered a similar situation where he had guns drawn on him at point blank range his first reaction wouldn't of been to grab his gun . . essentially making a robbery into a life or death situation
