There’s never been a point in time ever anywhere that poverty, famine, plagued, etc. prevent people from reproducing or have people voluntarily stop reproducing.

sounds like she's relying too much on programs to save her than just getting a better job or moving to a city that is not so hard on poor people. she's unfit to lead and her decisions have put her in the position of leader. she's better off giving the kids away to more stable family members temporarily until she improves her circumstances.

Person who is actively trying to climb out of poverty will take measures that reduce chance of unwanted pregnancy.
Doesn't just apply to homeless people either. People who aren't in a position to support themselves SHOULDN'T have kids.
