CA is a "may issue" state as opposed to "shall issue". County sheriffs are the ones who can issue cc permits. Virtually all bay area county sheriffs require "good cause" to carry and self defense is rarely good enough, but I hear Napa county is more lenient. I have heard of women getting them who have restraining orders against abusive significant others, along with famous people and politicians. Most galling was Diane Feinstein who is rabidly anti 2A for us plebs.I have heard of people using relative's addresses go get permits in the more redneck counties, but it's super illegal.
