Bingo. It was much easier to plant evidence to get convictions in the past. Now with cameras jamming them up, people live streaming, location pings on multiple devices etc. Its much harder for them to “secure charges”.because it's harder to plant evidence

Yeah, I think the chart and trend corresponds with the crack era and the expansion of the drug trade in the country. Law Enforcement resources seemed to have been devoted to preventing violence, locking up users and arresting those in the drug trafficking food chain since then.The real reason at least where I am is the staffing. They haven't had the correct amount of detectives for at least 5 years in Cleveland. They'll pull detectives off other assignments and put them in the homicide division and then once they actually have to do the work they're overwhelmed with the backlog of cases or have PTSD from the constant death.
There was a case a few years ago where a 13-14 year old mentally impaired girl was kidnapped at a bus stop less than 1/4 mile from a police station. An officer found her body in an abandoned home while they were doing searches in the area. She had been raped and was naked folded up in the corner of a closet and was stabbed through the eye with a screwdriver. That officer went on leave for months and I think they might've even retired after that.
They don't make enough for people to want to deal with that on a regular basis.

Nah, this doesn't happen prosecutors seem to always let violent offenders go with slap on the wrist probation or short sentences for violent crime and those same folks turn around and commit murders afterwards. We got a new mayor that implemented this, I've seen foot patrols in different areas and it's weird af to see the police actually walking the neighborhoods and not searching for someone. But they only do it for an hour right now.Agreed.
Plus, cops don't build relationships with the community anymore. They don't walk around talking to the grandma's sitting on the porch or the blue collar guy fixing his cars in the driveway.
Cops have better military grade equipment but their soft skills have eroded. They can't solve crimes unless the criminals gift wrap it for em

meanwhile people still get shot EVERYDAY. The amount of resources they use on that stuff is actually ridiculous though, they use helicopters and all sorts of other expensive resources for that mess. The budget should be used to pay them more so they could actually do some hiring, and not get the dudes that wash-out from the outer ring suburbs and rural Ohio, that's how you end up with
