1. he's too dark skinned for the music he's making. and mentioning Kanye/Kendrick doesn't really count, they both make 10/10 music and their talent is undeniable while J.Cole and Drake are ahead of Kendrick sales wise despite making 7-8/10 music. Big Krit and J.Cole make the music on the same level, but Big Krit will never go mainstream.The top 2 rappers of the new generation are both light skinned and biracial, it matters. Wale also caters to women mostly and a lot find him ugly so that doesn't really work.
2. Personality is trash. Had he been signed to a major label media training would have straighted him out, but now he's just being a a$$hole on and off social media. Not a good look. One of J.Cole's selling points is his "real" personality while Drake has been known as the goofy Canadian, both those personalities appeal to women more than whatever Wale is doing.
