if you're in a country where you can get murdered and your murderer is likely to never be caught nor much of an effort generated to find him, yes, you're in a third world country
if you're in a country where you can bribe most officials, yes, you're in a third world.
if you're in a country where law and order does not exist, you are definitely in a third world country.
if you're in a country where no one is trying to migrate to (despite very lenient immigration laws), yes, you're in a third world country.
