We've known about mass surveillance since 2013 though. No one laughed about it because it was widely available.It's really heartbreaking there's no big uproar over this.
I remember not that long ago you were laughed at for even suggesting mass surveillance. Now, nobody cares.
As far as information in this report, what it says is that the CIA developed tools to hack a variety of devices and they plan on releasing all the code related to these hacks. Nothing in it states american citizens are being targeted. At least not yet. In fact, wikileaks specifies the targets have been foreign.
