I don't know shyt about computers so help me out. Currently my computer fan gets loud constantly..Would upgrading just make it worse?

No i was just referencing laptops. I know from experience HP cooling fans are trash tier but only with laptops.How do you know its laptop?
Does upgrading do a clean install meaning a i have to back shyt up? Programs too?

You only get one choice which is upgrading but you do wanna do a backup just in case something goes wrong.
Before you do the installation it will ask you if you wanna keep all ur files and programs
9 was scrapped, I don't believe it ever saw a public release.
Because they had code written for anything that starts with 9 for windowns 95 and 98.....they had to skip 9 because of that.
