I'd have to disagree with the premise that it will even get reinstated. Enrollment numbers have gone nuts since college became more expensive. If college costs hadn't skyrocketed enrollment might have gone down. Conspiracy theorists might say there's a link there.

However, OP isn't saying it will get reinstated, he's just throwing a scenario out there.

Show me the receipts of military numbers going up and people using their education benefits because I'm not seeing this.

I was born with cerebral palsy and sent my papers in along with documentation when I turned 18. I also have scoliosis/asthma. I thought once you hit 30 the Army wasn't trying to recruit you anymore?
