Depends on how much WWE is willing to pay AAA talent. There are indie talents making more money than NXT talent, and TKO will easily be able to get away with paying AAA talent less than they do NXT talent because the standard/cost of living in Mexico is so much lower.I'd imagine. NOAH's been their main target since the mid 2010's when La Nariz wanted his global NXT idea to hit. They even have a deal with Cyberfight -which owns both NOAH and DDT- through a streaming service (Abema).I think it is very uncommon and difficult for foreign takeovers in Japan, but I'm sure that's something they're going to look into. Weren't there rumors they were trying to buy AJPW a few years ago?

The problem WWE faces by making their own promotion is that without a TV deal they are almost dead on arrival. There's no local talent that can carry a company by his/her sheer presence. They'd need a TV deal plus spend a lot on getting any wrestler worth a fukk and probably have Nakamura and AJ Styles work there for like a year to establish the promotion and get something going.Like y’all don’t realize, the Japanese government has to approve foreign investment into Japanese companies. Not just acquisitions, but mere investments. The Japanese government is extremely protectionist of home grown companies.
That’s not to say it’s impossible, but if WWE wanted to establish a presence in Japan, it would be considerably easier to just start their own NXT branch from scratch and outbid Japanese promotions for talent to kill them slowly.
It still wouldn’t be easy, but would be easier than trying to do the near impossible.
Problem is that they would likely have near zero chance of getting past Japanese government approval of the purchase. Buying a promotion makes that transition easier because the infrastructure (as in booking buildings, cutting deals with local people, having a roster, etc.) is already in place and WWE doesn't have show up as a huge disruptor, instead they can promote itself as a "helper" for whatever company they buy and work from there.
Both options are risky and have downsides, but I believe starting from zero is a much more difficult task that has a bigger chance of failing badly and being a bigger money loser.
