Of course a parity clause exists for XB1. It is one of the ways Microsoft tries to keep the gap closed. Developers are pressured into keeping the gap closed - namely indies.

No. Devs have said both ram setups have their advantages and while the GPU is stronger on PS4, the CPU is stronger in X1.

PS4 has the advantages in spades with size being equal, speed being more than double the XB1, and throughput nearly 2.5x that of the XB1. The memory controller on the PS4 is also 4x as fast.
A better GPU, and a Slower CPU.
The CPU is only about 150MHz faster, which is less than 10%, which translates into even less for performance real time. The GPU on the PS4 has 50% more shader cores plus more compute units and ROPs (you know, hardware that Microsoft can't try to inflate with clock speeds). On top of the superior memory access (256bit bus, 5500MHz speedy GDDR5) the GPU is a completely higher class and stomps the XB1.
