You stole this idea from Charles Barkley and fukked it up. He was a bit smarter by giving lottery teams one ping pong ball, not all 30 teams, though.

I also like the idea of ticket prices being discounted every year you miss the playoffs.Another idea: instead of dispersing the luxury tax revenue to the teams that didn't pay the tax, pay the non-playoff teams a set amount of money for each win they get over 29 wins (could be set higher or lower...29 is an arbitrary number). Every win over 29 nets that team a million dollars per win. So for example, a 42-42 team that doesn't make the playoffs still gets 13 million from the tax revenue pool (1 mil is an arbitrary number...obviously the number would depend on the amount of tax revenue collected. This past season, the revenue was well over 60 mil).
So every team that tries to tank loses out on that potential revenue. Flaws to it, but I think the NBA could build from that.
