The Vocal cords are muscles that can be trained, and strengthened, (IMPROVED), with correct vocal technique.

Amerie can already "Sing" better than the average person, with proper vocal technique she can strengthen her vocal cords, improve vocal coordination, vocal stamina, register blending, and add actual resonance to her current "Thin" Vocals, to improve the over-all sound of it.

There are "World Class" singers, that got that way though vocal training.

There are also "World Class" singers that don't use proper vocal technique/coordination, and end up damaging their voices.
They can "No Longer Sing".
They require "Vocal Rehabilitation", which teaches them how to Sing properly, without strain/damage to the vocal cords/folds.

Her "Age" isn't the issue, her lack of proper Vocal Technique is.

Will Vocal training make her into Aretha or Whitney? NO

But will it make Amerie sound WAY Better than she does now? Yes
