"Black" ("racially") is a range of Phenotypes, a Phenotype that originated on the African Continent.

Many Puerto Ricans and Dominicans conform to "Black Phenotypes", as well as have Recent (within the last 400 years), West-Central African Ancestry.

Does that make them Black Americans ("Ados/FBA/Freedmen")? NO.

Would that make them(the ones with Black Phenotypes) "Afro-Latinos" AKA "Black Latinos" YES.

of course there are such things as Black Puerto Ricans Cubans and Dominicans. But not everyone by virtue of being a Puerto Rican Cuban or Dominican is Black. Having African ancestry isn’t enough to be considered Black. Just like it would be foolish for an African American to reach back four or five generations to the slave master and claim being a white person.

If they've descendants of slaves, yes. Now whether they recognize that they're black is a different story.

I remember the first time I met a Afro-Dominican when I was a kid back in the 90s. He looked like Tommy from Martin but was speaking Spanish. Had a brother like .

I met a few Afro-Dominicans in Miami years ago and they looked like straight up FBA but spoke Spanish. I served with a brother who was Puerto Rican when I was in the military.
