The text I linked addresses both the "training wheels" situation and the manipulative entities.
The books that were transcribed and uploaded onto that page describe 2 archetypal modes of existence that form the primary paths to higher consciousness: service to others ("good") and service to self ("evil"). 3D is a testing ground where entities are required to walk either of the paths at a deep level in order to enter the higher densities (dimensions) of time-space (as opposed to space-time) upon the illusion of physical death (which is really just a transition state). This is what the Biblical Tree of Knowledge of Good and Evil alluded to: the choice between the paths.
Beings who live their lives in ignorance / indifference / spiritual sleep simply reincarnate over and over until they commit to one of the paths. There is much nuance and gray area there; to truly walk either of the paths requires much dedication, and a person's path cannot quite be judged by societal standards, or outer appearance. It typically takes multiple lifetimes for one to fully refine their chosen path, before the training wheels are taken off.
In 4D and above, there are the positive higher dimensions (service to others, some may consider this analogous to heaven) and the negative ones (service to self, some may consider this analogous to hell). Time flows non-linearly in the higher dimensions, and the laws of physics are not as they exist in the 3rd. In these planes of existence, the boundaries between thoughts and reality are different than 3D. Manifestations are more instantaneous.
The difference between the positive and negative higher dimensions is this: positive higher dimensional entities spend their existence seeking to increase harmony with those around them, and give aid to lower dimensional entities seeking guidance, as long as it does not violate free will, or other universal laws.
Negative higher dimensional entities are in a constant state of war, turmoil, and manipulation, utilizing the higher dimensional manifestation powers to create "weapons of light." They also attack the minds and health of 3D denizens, seek to manipulate them into darkness by telepathically implanting thoughts and emotions, and sometimes attempt full conversions to "evil" (there are also universal laws that keep them from taking it too far). This is far more chaotic, but it is still a valid higher dimensional consciousness, due to the power of thought in these realms.
Keep in mind that I'm only giving a brief summary / my interpretation of a few of the points in the text, but I find it to be the most accurate and logical explanation of the spiritual I've come across. I've read many texts on these subjects, both mainstream and esoteric (including The Forbidden Religion), and none have been as consistent or resonated with me as much as the Law of One. There is much more that I did not write about here.
It's also still possible to utilize thought and energy to manifest certain phenomena while still in 3D. Not going to speak on it now though.
