I don't think so. Portuguese has always been the biggest barrier for Nigerians, but tbh, Nigerians are everywhere.
Does Nigeria have a brand new trading partner and access to commercial opportunities?
Brazil has always been a trading partner with Nigeria. Both countries share warm relations primarily concerning shared history and culture as is evident in this announcement. Moreover, both countries have large Oil and Gas industries. I've had family members that worked in Brazil back in the 80's to develop skills within the Oil and Gas sectors. They told me they loved Brazil.

Nigeria opened up a "House of Culture" back in 2008.
Side note: one of my earliest connections of the Brazilian-Nigerian link was in high school in Nigeria ~2011. There was this one dude out our school that was taking some drums from our music hall onto this large bus. I asked where he was going and he told me he had a business where he would ship Nigerian drums, artifacts, and sculptures to Brazil for festivals and such.
Does this development improve African opportunities in general?
This will be TBD. This is nice from a cultural standpoint but ultimately Africans will need to be for Africans. They'll need to take ownership of their own situation. Historically, Brazil has leaned closer to Angola and Mozambique due to Portuguese as a common language.
Aside from all that, it's cool though.
