modern north africans Amazighs do have west african ancestry but before spreading out to north africa, they came from the levant and were completely non-black and some of them settled in the egyptian area and mated with africans, thus forming the horner race, while the rest of them headed west and settled at the very tip of north africa.

Africa would be fine if they just managed to get the water already in the ground to the people who need it i.e infrastructure. That and irrigation again required to get the water out of the ground and into crops like they do in California they'd be fine.
If they fail to do that then there's no point to more people being there if they can't get water and food. the Sahel region doesn't need to expand it's population.
