Leveling the charge of "Mary Sue" on a character has gotten out of hand in recent years especially with the increase in weirdo sensitive male nerds who get bothered by the idea of a female character being powerful.
The definition tends to fluctuate but my own personal standard for a character being a Mary Sue is that in addition to being way too perfect and always winning is that the other characters around the Mary Sue are diminished to show just how awesome the Mary Sue is.

Honestly if you have been a regular watcher of the Arrow TV show then you have seen a textbook case of a Mary Sue in the character of Felicity.
