I didn't anybody try to justify "thug culture" or killing, and there is a difference between explanations and excuses. There are valid reasons why people in poverty can't move up the socioeconomic ladder. There are valid reasons for students in poor neighborhoods performing worse in school. That's the point that people are trying to get across. It is impossible for everyone living in a bad neighborhood or attending a bad school to just get out.

This kind of woe-is-me attitude only enables complacency. People don't even bother to try because they assume their fate is bound by the statistics of other blacks in the ghetto. Stereotype threat.
