No programs at all. Parents have to do a better job raising their kids. Do that and I guarantee you there will be a 50% drop is black homicides.
Also im not going to lie every time I see the need for something in the black community it makes me think we as a group are literally special Ed.
That's ideal, but realistically a lot of people just suck and unfortunately they procreate as well. Just because your parent is a fukk up doesn't mean you can't be something if given the right opportunities.
We aren't "special needs", but do have a special set of needs that has to be addressed separately. We are the only group forbidden to read and write and it has impacted us for generations to come. Not to mention the purposeful sabotage of economic advancement with things like race riots, eminent domain, restrictive deed covenants, not giving VA loans to black soldiers, etc.
There is a group of us that will do things the "right" or functional way and the other of us will be dysfunctional. I feel people try solutions at the functional level, like parents doing a better job with their kids, but the right solutions at the dysfunctional level will breed more functionality in the long term.
When we take into account the race most affected by gun violence, then the picture is MUCH different.chicago only has the most people due to the large population. but the rate isn't close to the top.

To be fair Vegas never had a murder rate that was top 25 from what I can recall. But I also know Vegas is one of the places where it can get 100+ bodies a year.
Also Vegas is a bit different than other cities. I think the Vegas police report their entire metropolitan murder count into 1 which most cities do not do
