That's the problem. What most republicans are doing during the Tea Party and Trump movements are extremely neoliberal. Same with a lot of libertarians.
The problem here is that you're attempting to use neoliberal as a pejorative because you feel like someone isn't doing enough. But not doing enough is very much different than the active privatization and dismantling of these structures.
There's certainly going to be some overlap across ideologies but for a lot of the criticisms people have of democrats and their platform, being neoliberal isn't the one.
You can't be the party of bloated government, over regulating, and taking money from the rich to help the populous and be considered neoliberal.
There are valid criticisms, but they don't all have to fit in a single term.
