This is truly sad. The maturity and wisdom of a 17-year-old is not that vast, i imagine, and this child probably really didn't know what to do to protect herself.
For her sake, I wished an adult in the family would have taken the steps needed to protect her and neutralize him as well.
My mother used to always tell me, in cases like this, a protective order is not particularly sought to give you real physical protection (as it is just a piece of paper, after all); it is sought almost as an unofficial license to kill, that if/when you have to kill the abuser yourself, there is already documentation on file to support your cause.

Unfortunately you're mostly right, if a guy cares somewhat he usually would wait till she's over 25(27/28 ish) and he's late 30's. At that point she's more empowered to make a better decisions which benefits both of them.
