it's a balance, if people are educated and struggling to afford to live comfortably they make the prudent choice of not having children they can't afford.
I wouldn't say poor people value children more but that they have more children due to lack of education and don't prioritize contraceptives because of cost.

Yes. Extremely so. None of them is at replacement rate with nations like Norway at 1.48 , Sweden at 1.66, and Denmark at 1.67. they are moving at a slower rate but still going in the same direction, like watching a train crash in slow motion. Also note that they are similarly honegenous as their east Asian cousins and aren't as crazy with immigration as western Europe. In fact the refugee crisis has made them somewhat hostile to the introduction of brown and black people.
I will concede your point on poor people's education and contraceptive access. But Their old habits don't tend to die once education and contraceptives are introduced . This is what I mean by values. Think of how our grandparents who grew up in depression era conditions are still conscientious about food waste or savings despite the economic abundance of our current era.
But I'd venture further and state that the introduction of poor people is a bit of a stopgap measure. A bandaid. its unsustainable in the long run.
How well versed are you in evolutionary biology? I admit this last point is pure speculation on my part but I see humanity in an inverse malthusian crisis in respect to our birthrates rates.
