Honestly I can see where OP is going with this.
IMO an identical match for batman to face batman would be hard to write. The villains he currently has provide contrast from him. Getting charisma out of 2 brooding calculated people would be not impossible but MUCH tougher than using a joker/bane/twoface/ivy/etc.

Joker is a matching villain. He’s the inverse of Batman. Like the exact inverse. He may not be able to match him in brute strength, but he matches him in intellect, will, determination, and patience. Batman is a detective so most of his best villains aren’t trying to go blow for blow with him; they’re trying to outthink him. Joker is one of the few who, on occasion, can.
And he knows how to cut Batman deep. He has no problem crossing a line. No problem killing anyone and everyone to make a point. And he has no problem using people Bruce loves against Batman.

Despite whatever you just said at the end of the day you are saying that Batman's greatest villain is friggin clown.
Batman, the guy that went against superman, his greatest villain is an insane clown.
Bane is actually quite smart and strong, but you guys giving it to the joker?
Batman, the guy who went at lady shiva, his greatest foe is a guy in purple suits with makeup?
He went against Darkseid yo, but worst he can do to joker is a batarang in the eye?

Saying Joker is just a clown is like saying Batman is just a dude playing dress up in a bat costume.

A great villain doesn’t necessarily mean “Oh, he’s just as strong as the hero”, it’s someone who can attack the hero where their weakest and most vulnerable.

Batman believes life is sacred and is fueled by the powerlessness he felt watching his parents die as a child. Joker is the perfect villain because he tests Batman’s willpower and conviction, not because he can punch hard.

This is a great villain.
