not everyone wants to give government agencies their phone number + email, have you read the privacy policy. a lot of of these agencies share your information with other agencies including 5-0. why is an email address required for txt notifications?

they recently made a policy change in the official app recently.

the onboarding process doesn't seem much different from signing up for an email account. a user chooses their email provider and build their contact list from then on.
