50 was still the biggest rapper out. When that while campaign started, 50 was arguably the biggest name in music. Him being on the decline is hindsight because in 2005, 50 had the biggest album (only Mariah's Emancipation was bigger) and a triple platinum soundtrack. He had hits and was a huge part of the reason for The Documentary being successful.

Nas was not on the same level as Jay mainstream wise. He was nowhere near that. Nas coming back with Stillmatic leveled the playing field, before Stillmatic, a lot of people were counting him out. Jay was untouchable until Nas dropped "Ether".
