I don't see how you could reach that conclusion unless you're biased or have some insane standards.

He had a few hits then people grew tired of him quickly dont recall him having a classic album he is a b plus star kind of like Mase who is on my favorites all time but he wasn't in the game long enough

Few hits? Quickly? compared to who?

He had hit singles between 99-04. Even Blood in my Eye, which was Ja Rule's lowest selling album under Def-jam, produce a hit singles.(It spawned one hit single, "Clap Back" which reached number 44 on the Billboard Hot 100 and had won him a Source Award for "Fat Tape" song of the year.)

Again, unless you're using the careers of a Jay'z as the standard for legendary status, I don't see any basis for your argument.

Even if I grant you that(which I don't), I don't see how that is a necessary requirement. For example, Nelly, Ludacris, Busta, Fabolous, Cam'ron and etc don't have critically-acclaimed, classic albums, but I doubt that anyone would argue that they aren't legends. Because, determining one's legendary status is depended on a host of variables, not just one.

I don't see the comparison, Ja had 4 albums that went multi plat and produce multiple hits between 99-04. Mase was gone after Harlem world and never did anything of note after that point. You seem extremely misinformed about Ja's run.
