I believe so too. They are in touch with their Jamaican roots but they are still Americanized. But my cousins tho are half Jamaican and so that may play into things, But they do rep it.
I don't know the state of the education system in Jamaica, is are there no engineers, construction companies, or Jamaican investors?
Why do these islands continue to feed into these "structural adjustment" policies from Europe and East Asia?
Jamaica is the way it is because of the 2 party system.(Our dems and Reps)
They armed their criminals for votes and used them to keep certain areas within the party. (shout out to America,Seaga and Manley)
Jamaican criminals can make their own ammo and smuggle plenty of guns. The murder rate rarely dips below 1000 bodies a yr.
Too much corruption.
Too much red-tape.
Too many people afraid to take risk starting biz because the educational sys was until recently built to provide people with jobs.
They changed it up in the last few yrs tho.
Plus there's the usual black people not buying from each other, spending they money out just to survive, and predation/competition from criminals (or extortion). Jamaicans also love name brand American shyt and don't really mess with domestic stuff.
Construction companies employees and employers skim and steal. They also might have competition from criminals or gov't lackeys with party access or blackmail.
Most of the businesses that are started are not certified or formal.
Pretty sure some of our politicians are compromised too. Some of the deals over the years have been so bad that I wonder if said politician or the gov't itself was spied on, bribed, and black-mailed.
So, it's easy for foreigners with stronger gov'ts to come in and exploit things. China already had tens of thousands of half and full chinese people to work with on the Island, most relatively more well off than most of ja.

On Haiti:
Haiti was US-controlled and had they own US stooges in power at the time by the Duvaliers ( dictators).
Some Haitians did move towards the Socialist side but mysteriously died or tortured and killed by the Duvalier government
Jamaica :

The CIA been involved in JA to help destabilize the government by gangs, political warfare, smuggled guns, cocaine, gun and heroin trafficking. They fund the opposition to top the government or any high ranking group who moving towards Socialist/Communist side

The Duvaliers(both of them) is the main reason for the current situation. Doc tainted the black movement and the old haitian flag for his own agenda(or his masters). He destroy the integrity and glory of the Haitian army, Brain drain Haiti, initiate the drug trades in Haiti, killed many Haitian citizens, secret police, death squads, extort business and Vodun priests. Also he put the arab Haitian/Syrian/isreal elite family in power, one of the guy that was his trusted cabinet member son is the one who for years play espionage for the US and was the opposition the US fund for regime change/coup in 2004.
He was masquerading as pro black nationalist , when he was just another con man lap dog for America and the Europeans. His family name had no prior history in Haiti, before that he was promoting America vaccine treatment for Haitian (red flag). Why did he only kill haitians but not the ones who just massacred his people afew years ago?
Later after Doc death and his son exile, we learn that he and his friend had a private business selling haitian blood and corpse to America and the West before the aids epidemic in Haiti popped off.His partner lived in America protected and unbrothered (the vampire of the carribean) for decades. The MAJOR thing I believe JA, above everything else, is energy. People helping each other in Texas a lot without the need for gov't say so. We need energy like that to deal with our problems.

This is very true, but if China been there from 2010 nothing is going to get them out.
Especially if they have the bauxite plant. Can't believe they sold that. But back on point. I wanted to invest with partners on three separate occasions to set up a business in Jamaica but each time we wanted crime (under that umbrella is corruption) and security were the biggest concerns.
The workforce is educated and but they leave in droves as soon as they complete their tertiary education. Nothing and I mean nothing is holding Jamaica back like crime. That comes from the government, people will get angry at that but its true and always has been.
