I don't think it's just a state issue
Eliminating suburban sprawl will eliminate more problems than electric cars. If we need to get rid of small cities, towns, and even single family homes to reach those goals we should. In doing that you would create more buffer zones between inhabited areas/uninhabited land and that would allow you to focus resources on more people in a limited space thus making public transportation possible and allowing the government and households to find significant savings that would allow you greater impact climate change.
It wouldn't be easy but it would be a lot more impactful than just shifting the wealthy's purchasing habits to electric cars and whatever awful consequences that would create in Africa and other places where there is mining.
