There's a difference. What Dylan lacked in singing quality, he gained with his vocal timbre (timbre = how a sound sounds how it sounds) which is now arguably the most recognizable in rock n roll and has captured a lot of people's ears... Because of this I believe Young Thug is the rap version of Bob Dylan but I digress
I'm assuming the argument you're referencing is that Lupe's voice isn't really star quality. I wouldn't really agree with that but I would say the reasoning would be behind the same thing Dylan is actually famous for.

F&L is my favorite Lupe album. I love Kick, Push and Hurt Me Soul but the album as a whole sitting down listening to it for a whole hour becomes boring and a chore. Them rap rock beats he used to try and finesse are trash.
