So you wanna get rid of a rookie wage scale but have a rookie wage scale. Ok.Rookie spending would go like this, the max you can spend to sign rookies is $10 mil and the minimum is $3mil. So if a team has between $3-10 mil in cap space, that's how much they can spend to sign rookies, while a capped out team is allotted $3mil.
Before you say Josh Jackson would just go to LA or NY over small market teams, Josh might be harming his future earnings coming off the bench in LA/NY as opposed to starting Day 1 in Phoenix.
