Set the cap at lets say, 125 million for next year
Contracts are fully guaranteed, but you can release players. When they get released, they go to whichever team makes the highest bid. However much that team bids gets removed from your cap hit.
Teams wont be able to have 3 all stars like cleveland
Tanking wont be so easy when rookie deals only last for 3 years
A team might pay lebron 50 mil, but they wont give it to millsap in this situation
So essentially you want a more mediocre product in order for there to be a larger gap between the pay of LeBron and Millsap. And it still doesnt solve the problem of owners overpaying players who dont deserve the money which is exactly what we have now. You want a system that forces owners to have self control, you just cant create something that solves that problem. Under your system there is absolutely nothing that prevents a team from still giving Millsap the same money as LeBron.
