The Spurs did Hack-a-Jordan while they were ahead. to them that's better than Jordan getting 2 cracks to score.Honestly I think you should just let it be, its hard to assess whats entertaining and not. For example If my team is employing the strategy and its working giving us a chance to win a game thats entertaining to me. Also I think you get into a slippery slope eliminating things based off of "entertainment".
But I think if you must deter things this behavior. I would employ a a clock management aspect to it. So you hack a shaw my player the team fouled has a choice to deduct 24 seconds from the remaining game time. So if a team does that they don't have time working in their favor. But I'm not sure how you can determine whats hack a shaq and whats a real foul. Teams would just try to get more creative with "intentional fouls"
