They both occupy that golden goose status with the industry (Drake is being set up as his successor) but the difference is one is an all time talent at this rap shyt and actually deserves that seat when we are talking about ability and authenticity.
I think there's been an erosion taking place in the mid-to-bottom levels, but the elite rappers were still very artful. The reason this is a big deal is because for the first time, a top rapper has been exposed. No one would care if Rae Sremmurd or Bobby Shmurda got caught using ghosts, but for a rapper of Drake's caliber to be using ghosts is unprecedented. Rap as a whole may not be as quality as it once was, but there are still a lot of rappers who are writing their own bars and are committed to the art. The idea was that they get rewarded by being placed in a more respected echelon than the other guys who are just in it for the entertainment value. But now we've just witnessed an attempt to destroy that barrier. Rap is still not Pop to me (TPAB is a perfect example of how artistic and quality rap can be in this day and age), but the way things are going, it's going to be.

Drakes contemporaries (Cole/Kendrick) are REAL fukkING EMCEES. Not only that but as far as sales go they are barely a tier below him and until evidence to the contrary comes to light they are 100% penning their rhymes and others on top of that. He shouldn't even be allowed to stand next to them at this point.
