Sure they can, they'd just go to another studio. Milestone can take their characters to any publisher or movie studio they want.

Hell, if they wanted to Milestone could take Static over to Marvel studios.

I don't think T'Challa's ever been drawn with specific tattoos so I Have no frame of reference

I have no idea. As far as I know, T'Challa never had a panther tat or any tat in the comics, so this is something new.

T'Challa did have those temporary mystic Tattoos during the Maberry run, but other than that he's never had tattoos.

In fact this would be the first time any MCU character has been shown to have a tattoo.
