Nah.. he not gonna hunt down all of those people on his own. He probably knew all of them were gonna get busted by the feds eventually. It seems like all of them were mules. Instead of doing fake tax refunds for a few thousand, they PPP loan was the ultimate come up. They were the front men and he collected a fee while keeping his identity hidden. They people that didn't pay probably cost him A LOT. So he hired some goons to take them out. Not to mention, they would've probably snitched on him when they eventually got busted.
