I was generalizing, sometimes an artist might get 10 years of prime, although its rare. I would say Nas' prime was from 94-2001, but he still released a few atrocious or mixed quality albums in that time period. Not many would say that his post Lost Tapes material was prime. Same thing with Jay-Z and The Blueprint, although he's had some solid projects since he's also had terrible ones and nothing that matches his earlier work. 2Pac died 5 years after his debut, plus I think his prime was only a few years in.
Like I said, people give artists with a style they like a pass for average material. Eminem has had wack projects since 03 but also LPs that were solid versions of what he does (eg. Relapse), they just weren't exceptional like his prime years.

i remember when 'rap devil' dropped and everybody was hyping Ems future response and then he came with a few minutes of struggle bars and some nice flows
he had more than enough chances to really body somebody lyrically but never really did....
