Republicans never had to worry about Romney holding them hostage when they controlled 54 senate seats which gives them a lot of wiggle room compared to just 50 by the dems. With this makeup they need manchin.

Also romney voted with his party 75% of the time and the only times he sided with the Dems is when the Dems needed 66 votes (a la the impeachment trials).
