Yes.

During the NBA season, Louisville has two elite basketball tickets locally…4 if you consider they are a 90 minute drive from Cincinnati.
That’s not the case for those other cities.

It makes way more sense to put Toronto in the Northeast and put Philly and the Wizards in the same division however you do it. You could stick them with Milwaukee and Memphis. And you keep Detroit, Chicago, Indiana and Cleveland together

While true, I don't think the league and owners of those legacy franchises would want to be broken up. Philly, Boston, NYC. Philly would easily get the nod over Toronto for staying in a division with the 2 NYC teams and the Celtics.
