NBA players payment is bound by contracts. A buyout means that the team has to pay your entire salary (or close) in order to let you go. This frees up a roster spot, rids the locker room of an unhappy player, etc. It usually happens when a player has one year on their deal and it's not a lot of money to the franchise.

CP has like 3 years left on his deal and is owed over $100M. That's why I had the confused face. No team is gonna pay a player that much to just walk away.
