Rent control could in theory lead to inflated rents. New tenants have to pay much higher rents as landlords become afraid of having career tenants. Let's not forget that it leads to less developments that focus primarily on rentals. This limits the supply of rental units driving rents way up. If the poor are paying way below this market value then landlords find ways to kick you out (i.e. major reno, moving in to the unit, etc.).

rent control rates are part of the reason nyc is very expensive.

the theory that nyc has no space is nonsense. NYC has no space because rent control apartments run the land.
