In 2004 the Kings went 44-15 with the best offense in the NBA without Chris Webber (ACL tear) whose minutes were replaced with Brad Miller. Peja was 4th in MVP voting that year. Not really evidence of a limited team outside of one superstar as Shaq is suggesting.
Shaq likes to criticize bigs who settle for perimeter offense rather than dominating in the low post. So it's weird that he's so supportive of Webber who took most of his shots from 16 feet out and was never really a physical, strong post up scorer like Duncan.
