Yeah it doesn't sound like a bad change, they're telling defenders to be accurate when going for the ball or else you're penalized for missing.

I don’t have a problem with this. If you miss a punch out and punch a player in the head or stomach, or worse below the belt, why should that not be penalized simply because you said “oh I was going for the football?” And the penalty is a personal foul, not an ejection or anything.

In basketball if you go for a block but knock someone in the head while he’s in the air, there’s no “my bad I was going for a block.” It’s a flagrant.

You can't compare the two due to the difference in physicality, might as well turn NFL football into two hand touch and call it a day.
