If a woman wants to put a name on that birth certificate, that name doesn't go on there until the hospital can prove he is the biological father.
If she can't prove it (or doesn't want to) then leave it blank.
If the husband/father is not available for testing then his name will be blank on a temporary Birth Certificate until you can have him tested later and get issued a new one.


How in 2018 do we have a immensely powerful legal document that can ruin 18 years of someone's life but we don't even test the veracity of it? We just believe the mother because... because why?

Did you know that you didn't used to be able to put a man's name on a birth certificate if he wasn't present at birth?
They make all these dumbass laws that they think are "helping women" but in reality they aren't reasoning with their heads they are reasoning with emotions.
