Luther waiting to do it with permission from the government would have very little blowback due to negative public sentiment towards Superman after the leaked video/audio. He envied the love that he received from the world. It also would’ve been too easy.
Remember Luther wanted to be remembered as the world’s greatest mind and a human hero. Remember his Galileo speech? His worldview was humans >> meta humans/aliens. He wanted supes to admit his worldview was wrong.

I liked Pattinson's Batman
I won't dispute anyone saying that TDK is the GOAT superhero movie but I just think it was dumb to have Batman go into hiding. He would NEVER do that. If anything, Rachel and Harvey's death would have sent him even deeper into the madness that is Batman, but I accept that Nolan had pivot since Heath Ledger died.
And for the record, I think Ben Afflecks Batman in the Snyderverse was good but suffered from BAD WRITING.

He wanted to be remembered as the MAN the HUMAN who beat a God. By doing it with the government permission after the public started hating Supes would’ve made him a hero but he also wanted to break Clark and have him believe humans aren’t worth saving which is why he made the campaign.
It all makes sense.

The plot was terrible
Little nano mami was all out annoying
Supes was a little bytch word to Kara
Lois was cool and reminded me of OG Lois
Mr. Terrific was straight
Guy was straight
Lex was over the top but very good
The action scenes were straight
Overall 7/10

it is a better DCEU film than it is a superman movie. after the first watch I think MoS is better. also possibly behind superman the movie.
the real issues for me were 1. too much james gunn stuff 2. too convoluted plot 3. little character development 4. few cinematic highs and 5. (and most significant) lack of sci-fi wonderment.
the way the sci-fi elements were presented was all a bit mundane.
no wonderment,
no mythos.
major turning points were presented in a run of the mill fashion.
actors can't all be brando but:
