It took 30 years and acts of Congress to make it happen.
Maybe Tariq needs to consult with Lonnie Bunch, who actually built the DC museum. He wrote a whole book about the experience.

There weren't any disclaimers in the campaign. Again had he said Give me the money and I'll build a mueseum at a unspecified time in the future he probably wouldn't have gotten the milly. He could always rent out a building temporarly and stock it if he wanted to deliver something a reasonable time frame.
Umar could temporarily house his school in another building until the building he has is fully renovated. The FDMG academy and the Hidden History Mueseum could totally happen, but if the ribbon cutting ceremony happens in August 8 2048 they'd be seen as frauds eventhough the building were actually built.
