You need an FFL to purchase selective fire weapons, a very restrictive license.
What you're describing isn't readily available on the civilian market.
Semi automatic firing mechanisms have been in use since 1885.
It's the most common.

Because those guns are used in rescuing hostages, fighting in wars, dealing with bomb threats. Even then they usually only pull those out for serious missions. Usually when they're dealing with multiple people doing something wrong.

Contrary to popular belief, SBRs and fully automatic guns ARE NOT BANNED in the United States.

Exactly. Now, what is the point of those regulations and licensing?

Why not have everyone be able to purchase fully automatic guns with very little restrictions? We would all be much safer right? More guns = more safety...right?

People who want guns banned don’t realize criminals and people who want to commit crime don’t care about that. There are plenty of ways to obtain firearms illegally. People have been doing it for decades and will continue to do so if guns are banned.
